REPORT ON: THE SITUATION OF PERSONS WITH DISABILITIES IN MASAKA – UGANDA

This report presents the results of a situation analysis study on persons with disabilities in Masaka (City and District). The study was undertaken in order to ascertain the challenges and opportunities that persons with disabilities face. The study was a precursor to developing disability inclusive programmes by FOHO Uganda not only in the study area but also country-wide where their services are offered. The study is unique and rightly responds to the global development agenda (Sustainable Development Goals) but equally highlights the current landscape, identify barriers, and explore avenues for promoting inclusivity and empowerment.

The global definition provided in the United Nations Convention on the Rights of Persons with Disabilities (CRPD) (2006) states that, ‘Persons with Disabilities include those who have long- term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis’ with others while Persons with special needs are defined/identified as those who need specific protection needs.

The situational analysis employed a multifaceted approach, combining quantitative data analysis, qualitative interviews, field observations, and an examination of existing reports and resources. The study encompassed various aspects of the lives of individuals with disabilities, including education, healthcare, employment, accessibility, and social inclusion
