  1. Background and Rationale

Community based rehabilitation (CBR) was originally conceptualized to improve access to rehabilitation services in low- and middle-income countries, by making use of existing local resources. Over the years, however, CBR has evolved into a multi-sectoral strategy that addresses the broader needs of persons with disabilitiessuch as education, health, social, livelihood and empowerment, facilitating inclusion and participation within the community. This broader strategy, known also as Community Based Inclusive Development (CBID) is achieved through collaboration across sectors (such as health, education, and employment), levels of government (local, regional and national) and involving a broad range of stakeholders. The evolution of the approach aligns with the United Nations Convention on the Rights of Persons with Disabilities (CRPD), and a human rights-based approach to disability.

Today, there is wide variance in the programmes that are called CBR/CBID. This diversity of practices was demonstrated at the 2nd CBR World Congress, held in Malaysia in September 2016.

In light of the shift in CBR/CBID practices and scope, the World Health Organization (WHO) has taken the lead in re-defining the approach.  The CBR Global Network (CGN) and the International Disability Consortium (IDDC) have joined this exploration at the invitation of WHO.

One joint project focused on the development of a framework to conceptualize all case studies and presentations that were provided at the 2nd CBR World Congress. With the onset and continuation of the global pandemic, the 3rd CBR World Congress will not be held in 2021.  In order to maintain momentum,CGN is working with the regional CBR/CBID networks to organise on-line regional dialogues centred around common themes and guiding questions.

There are four regional networks:

  • Africa
  • The Americas
  • Asia and
  • The Pacific

While the Arab region does not have an established network the CGN committee includes representation from the Arab region and would like to explore the potential of dialogue in the Arab region with support of these representatives

The dialogue themes identified and refined with regional network contribution are as follows:

  • Community level support
  • Poverty, work and financial well-being
  • Innovations in the community
  • Justice, choiceand power
  • Intersectionality and CBR/CBID

Regional Networks are establishing these online dialogue spaces over the months of September and October with discussions in each region of about two hours per topic organised on a schedule suitable for the respective region’s membership.

CGN is now inviting eligible individuals to indicate their interest in undertaking a new project, to document these dialogues, undertake analysis and produce a reflections document. These reflections will form an essential source of information in the thematic planning of the 3rd CBR/CBID World Congress.

Scope of work: 

  • Document proceedings and results of the regional dialogues
  • Conduct an in-depth content analysis produce a regional dialogues reflections report

 

Responsibilities of the contractor

  • Assemble a team of (likely) 2 rapporteurs per region and one global editor. Regional rapporteurs should be identified in consultation with the regional CBR/CBID Networks and CGN. Ensure representation  of people with disabilities within the team.
  • Document the proceedings and conclusions of each thematic session in each region
  • Analyse the proceedings and produce a draft reflections document
  • Liaise with assigned persons in CGN at predetermined intervals of the project, to review and report on the project progress.
  • Develop an initial draft report, including a content tree or table, summarising dialogues and findings from the content analysis.
  • Conduct a formal presentation of findings for the CGN, the regional Networks and IDDC (this can be a joint webinar).
  • Prepare final report of proceedings and summaries of findings based on feedback received

 

Skills and experience required of editor

Essential

  • Advanced university degree in disability studies, public health, social sciences or a related field, and experience in disability / or development work.
  • Demonstrated experience in content analysis, qualitative research and academic writing.
  • Excellent written and verbal communication skills in English.
  • Excellent interpersonal skills.
  • Ability to select and work with a team of rapporteurs (2 per region)

 

Desirable

  • Previous work experience in CBR/ CBID.
  • Written and verbal communication skills in Spanish and French (and Portuguese)
  • Knowledge of relevant software for conducting qualitative research (e.g. NVIVO).
  • Experience in project management.
  • Lived experience of disability

 

Level of effort and Job timeline

The duration of this project is up to a maximum of 30 working days. The selected applicant is expected to commence the project around 15 August 2021and complete the final report by 31 December, 2021.

Proposal process

Proposals must be received no later than 25July, 2021. Applicants must include a proposed methodology, timeline and proposed budget. Submissions should be sent by email to the CBR Global Network Hon. President Balakrishna Venkatesh (see email address below).

Proposals should include the background/experience of the applicant and a work plan outlining activities and timelineto meet the deliverables as well as a proposed budget for the work. The proposed budget should outline all costs including for regional rapporteurs who will be considered as part of the consultancy team. Terms of payment should also be outlined.
