THE 7TH COMMUNITY BASED REHABILITATION/
COMMUNITY BASED INCLUSIVE DEVELOPMENT AFRICA CONFERENCE

The 7th Community Based Rehabilitation (CBR) /Community Based Inclusive Development (CBID) Africa Conference is organized by CBR Africa Network (CAN) and hosted by the Government of Uganda spearheaded by the Ministry of Gender, Labour and Social Development (MGLSD).

This three-day CBR/CBID Africa conference will provide a platform for various stakeholders to come together, exchange ideas on the role of CBR/CBID in promoting disability inclusive development. The stakeholders include persons with disabilities and their carers, policymakers, government officials, advocates, researchers, practitioners, development partners as well as representatives of organizations of and for persons with disabilities in Africa and beyond. Additionally, the conference will spur stakeholder engagement on innovative and transformative approaches towards creating disability-inclusive communities.

UN Human Rights Council
<strong>Special Rapporteur on the Rights of Persons with Disabilities</strong> <strong>UN Human Rights Council</strong> Dr. Heba Hagrass is an expert in disability rights and social policies with extensive international experience. Ms. Hagrass has a notable background in advocacy and legislative work, including her role in drafting CRPD Article 6 and serving in the Egyptian Parliament. She has held leadership positions in national disability councils, contributed to Egypt’s National Human Rights Strategy, and worked as a consultant for various international organizations.

Prof. Hartley significantly advanced the field of Community-Based Rehabilitation (CBR) and Community-Based Inclusive Development (CBID). Her research has been instrumental in developing participatory approaches that promote equal access for disabled people in low-income countries. As a founding member and Executive Director of the CBR Africa Network (CAN) for 10 years, she played a crucial role in shaping the organization’s impact. Additionally, her contributions as an author and editor of the WHO/IDDC CBR guidelines, as well as the WHO’s World Report on Disability.

<strong>Team Lead, Violence, Injuries and Disability Unit</strong> <strong>Healthier Populations Cluster, WHO Regional Office for Africa</strong> Dr. Chiara is a public health expert with 20 years in international development, she has extensive experience in capacity building, policy reform, and disability inclusion, particularly in conflict-affected and low-resource settings.

<strong>Head of Rights & Advocacy</strong> <strong>Light for the World International, Burkina Faso</strong> Mr. Elie Bagbila is a sociologist with over 30 years of experience in disability inclusion and community development. He has worked extensively in CBR and eye health, holding leadership roles at Light for the World International since 2012. Currently, he oversees rights and advocacy efforts. He is an IDDC Board member and link to the CBID Task Group.
